Beyond Access: legal defence of the right to reuse information

In 2011 Access Info Europe won a legal case against the EU for access to information about decision making by the Council of the European union: the court found linked the right to information to the right to participate in decision-making. Access Info Europe is now launching a Help Desk to provide legal support and to take cases related to gaining accessing to and having the right to reuse public data. Legal cases in preparation include challenges to charging for government data sets and limits on reuse imposed by licences and intellectual property. At the Berlin OK Con, Access Info Europe will be launching this Help Desk service for the open knowledge community.

Helen Darbishire is founder and Executive Director of Madrid-based NGO “Access Info Europe“, Helen is human rights activist defending right to information and freedom of expression. Helen specialises in open government data issues and is working with the Access Info team to build a legal framework for the right to access and reuse information in Europe and globally. In 2011 she was invited by the Open Government Initiative, lead by the US and Brazil, to propose benchmarks for country performance on open data. Most of Helen’s work focuses on supporting civil society and journalists in their right to access information held by public bodies. Access Info Europe also works on standard-setting for transparency of private bodies. Helen has a degree in History and Philosophy of Science from the University of Durham (UK). Resident in Madrid, she speaks English, French and Spanish.
